Remove manifest from manifest.
It wasn't adding anything obviously useful, and .repo/manifests already
contains it, so we confusingly had two copies, only one of which did
anything. I suspect it was added as an experiment earlier and just never
removed.
Removing this has the extra advantage that 'repo forall -c "git merge ..."'
no longer tries to merge the manifest, which seems to never be what you
actually want.
