| Subject: [PATCH] Changing architecture id for ARC to match upstream |

| A previous patch was applied to add support for ARC to our |
| version of u-boot-tools. This patch matched quantenna by |
| assigning an ID of 19. However, when upstream u-boot-tools |
| added support for ARC, an id of 23 was given. |
| |
| We switch to upstream's value so that: |
| 1) One step closer to upstream u-boot tools |
| 2) We can now distinguish whether images were made from a |
| quantenna or upstream mkimage |
