OpenSSL: Implement AES-128 CBC using EVP API
This replaces the internal CBC mode implementation in
aes_128_cbc_encrypt() and aes_128_cbc_decrypt() with the OpenSSL
implementation for CONFIG_TLS=openssl builds.
