More code simplification. Get rid of platformperipheral, it didn't really serve a purpose in this life (maybe in a past life when sysmgr did a lot more). Don't use the thread manager, it's super overkill, just have a loop that sleeps for the polling period and runs the fan control probe. Change-Id: Ibc96bd8abafa7456b71d190e6fb3633b9f147624
