conman: Initialize interfaces more carefully. Read initial state from files in a more thoughtful order (importantly, command files last). Also don't let interfaces run connection checks or affect the routing table until they are complete initialized. Also fix a race condition in which files were read before than after the inotify registration. Change-Id: Ifdbdd30cf6bede6ececf957911dbedf543fd71c8
