post: rtc: added env overrides to uniformity test. Added 'rtc_post_loops' to override the number of uniformity checks and 'rtc_post_diff_min' and 'rtc_post_diff_max' to override the tolerance. Change-Id: I953bb4398d06ff0cc6cf95494408149a22ced791
