ddr: Added DDR3:2000/933MHz (Async) and DDR4 library fixes (TIP-0.1, TIP-1.39)

	- DDR3: Added support for 2000/933 mode

	- DDR4: Fixed tap tune special RX pattern search bug
		set tCCD 4->3 to improve performance

	- Updated DDR Libraries TIP-0.19 and TIP-1.39
