fix: timer: msys: fixed timer support by setting proper ref.clock
* Timer code used 25Mhz as ref clock (not valid for MSYS platform)
* MSYS AC3 and BC2 uses Tclk as ref clock for timer.
- fixed Tclk for BC2 and AC3 (use 200Mhz instead of 250Mhz)
- added routine to indicate necessity of 25Mhz ref clock
- set MSYS to disable 25Mhz ref clock
