fix: i2c: a38x: disable local I2C Slave devices for AMC board
to allow proper detection of remote PCIe GEN1/GEN2 enforcement settings,
and to avoid BUS contention vs other devices with same address,
disabled both internal I2C device as local devices on the bus.
