usb: alp: xHCI: Add xHCI host controller support for marvell SoC

	This adds driver layer for xHCI controller To Marvell's SoC.
	This interacts with xHCI host controller stack.
	Added :
	- driver layer for xHCI				(mv_usb.c: xhci_hcd_init)
	- UTMI phy initialization			(mvSysUsb.c)
	- Windows initialization in USB controller	(mv_usb.c: mvUsb3WinInit)
	- fixes for compilation issues in xHCI stack	(xhci.h)
