msys: ac3: add support for cpu cores number
- a table: number of cores per AC3 flavor
- implementation for mvCtrlGetCpuNum API (get number of cores for device ID)
- sync'd uboot and linux for number of cores treatment
- in uboot the number was treated as an index.
