bin_header_debug: add debug mode in dispatcher
** this is patch #3 in bin_header_debug series of patches
- add debug mode in dispatcher, to run only in debug image
In debug mode, the dispatcher lets the user run each of the
components separately, or choose prompt to run U-Boot commands
