eth: switch: added support for switch E6176
- This patch added support for switch E6176
the switch run with the same init function of E6171 swicth
- Added to switch struct indication of cpu port connectivity:
isCpuPortRgmii: to set if the switch is connected to RGMII-phy
** tested on devel branch on A395-RD board **
