fix: serdes: a38x,a39x: Fix PCIex4 topology verification (JIRA SYSTEMSW-1657).
-PCIex4 topology verification detected valid topology
as invalid since:
the serdes type was not set PEX0
PCIeX4 lane count init value was wrong
- fix the PCIex4 serdes type in topology configurations
- fix PCIeX4 lane count init value
