fix: usb: a38x: set high current limit USB3.0 ports on DB-BP board
Add USB3.0 current limit control for DB-BP to
operate in high amperage limit
- Add IO Expander table for DB-BP
- Configure Bit0(set to 1) in Reg.1 in IO Expander at address 0x21
for USB3.0 HOST
- Configure Bit1(set to 1) in Reg.1 in IO Expander at address 0x21
for USB3.1 HOST
- Fixed JIRA: SYSTEMSW-1716
