fix: serdes: a38x: a39x: Fix PCIex4 configuration sequence
Set PCIex4 configuration sequence according to
the requirements of Comphy IP user manual:
Align90 change is done after soft reset of the Comphy,
(not after PIPE reset as it was done before)
(tested on mv88sx7042)
