PCI-E: Fixed PEX switch configuration in drivers code
The pex switch secondary and subordinate bus numbers
were badly configured by the u-boot stack. Probably due
to improper integration of our PEX to the u-boot stack.
This bug fix is a workaround to be replaced by rework
on the PEX integration
