fix: ddr: fixed ddr training failures in 1866/933MHz (Libs v0.18, 1.38)

	issue: Training failed on A380 boards in 1866/933 mode
	Solution: Recompile all libs to include latest updates in ddr3libv2 git
	Training libs update 1.38.0 for DDR4 and 0.18.0 for DDR4
