fix: scsi: allow 'scsi reset' to run only once

	2nd scsi detection cycle is currently not supported (hot plug unplug).
	- To prevent the user from running 'scsi reset' more than once,
	  this patch prevent the 2nd reset, with informative message.
	- Fixed JIRA:SYSTEMSW-1202
