ddr3libv2: re-implemented Enhanced WL Supplementary flow
- enhanced supplementary flow was implemented in
commit 8af67a2fb47852ce7b86480736bd481d7295c808
- it was reverted in commit dc8372f852b3af94f4230f6df8d2abf406340e30
- this patch re-enables it.
- added offset to WL_PHY_GER in ddr3TipWlSuppAlignPhaseShift
