fix: serdes: msys_ac3: optimizations for PCie Comphy registers after ETP
Electrical tests on the AC3 PCIe port found 2 problems:
1. differential impedance 120 Ohm instead of 100 Ohm - required by spec
2. Too slow signal slew rate
Solutions:
1. Tx and RX impedance thresholds were changed to meet the
required differential impedance
2. Higher value of slew rate was set
Fixed JIRA SYSTEMSW-1735
