Update binutils to 2.25.1 and add gold linker. This is the first step to allow us to build the cast and fiber shells with LTO. ld.bfd is still used as the default until various incompatibities are fixed. Change-Id: I4587bf342c78e8f84750a3915f6b20ee2d619ba6
