Add default_unrestricted.xml. There are projects having restricted access due to the vendor's NDA restriction. Many of them are so far only needed for TV box. The new manifest file enables developers to develop on platforms that does not necessarily need those NDAs. Change-Id: Iad49daa69bab8d37fd689be30e6b420f4c62b5e6
