Fix mdio for QCA953X. The wrong mdio setup for QCA953x make lots of net sys info misleading, for example, duplex mode, speed. (Surprisingly, it still works). From QCA953x datasheet, it does support both GE0 and GE1 mdio settings. b/21852890 Change-Id: I019182e008f14660f16793d4c4942992e7380c2f
