Skids/Prowl: PCI config changes Skids and Prowl use Quantenna PCIe root complex to connect to Marvell 8897 and 8997 WiFi chips. Enable PCI stuff accordingly. Change-Id: Idf36bd57b62e658b5c69a2a4c477e856b33122dc
