ahci: disable ncq feature for hisilicon sata
NCQ feature is unsupported on hisilicon sata controller, so disable
it. This version of IP is used by hip04 and hix5hd2 soc.
tj: "|=" was replaced with "=" for no reason. Restored "|=".
