Back port Marvell 88E1510/12 PHY driver to SpaceCast I only cherry pick as minimum changes as possible for the 88E1510 PHY driver from the latest kernel 4.0. This is for back porting the driver. Separate the CL from activation. Change-Id: I3d9850fa9356e598786b3cdd31604f2889d85dad
