hotplug: Touch a file on interface creation. This can be used to monitor mwifiex firmware resets with inotify. pyinotify doesn't see creation of file-like objects in /sys/class/net. Separately, fixes a bug in which an interface name was hard-coded (this bug currently has no effect, but would have once conman is installed on RGs).
