Faster NAND timing Change EXP_CS4_TMG1_REG as per hw team's recommendation from 2013-11-18. This improves read and write performance by 25% and 22%, respectively. Change-Id: Ib5804fb445af9f5f1c40e87a028ad57992bef8c2
