Make anti reboot loop feature configurable Introduce CONFIG_ANTIREBOOTLOOP to make anti reboot loop feature configurable. Previously, it was included by default which caused it to be also compiled into the uloader which is not what we want. Change-Id: I900b532ac4da18afe56fa45b787b65f3e07e7b0a
